Mr. Mumina is the Acting Senior Manager Investigations & Enforcement at the Capital Markets Authority effective 8th December 2022 having joined the Authority 14 years ago as an officer and competitively promoted through the ranks to the position of Manager investigations.
Mr. Mumina has been instrumental in streamlining operations at the CMA Investigations & Enforcement department having been involved various high-profile investigation and enforcement matters geared towards investor protection. In addition, with his involvement that the department was able to develop the first blueprint of the Investigations & Enforcement manual to guide fair administrative processes in pursuit of capital market order and integrity in compliance with the Kenya Constitution, Fair Administrative Actions Act and the Capital Markets Act.
In the last 5 years Authority has recorded great milestones in arbitration of market disputes and investor complaints and has consistently been rated by the Commission on Administrative Action (CAJ) as one of the most responsive institutions, an initiative he has spearheaded.
Prior to joining the Authority Mr. Mumina had worked at the Kenya police at the Criminal Investigations Department (CID)based at the Economic Crimes Unit (ECCU) as a senior officer of the law and the National Social Security Fund (NSSF).
Mr. Mumina holds a master’s degree in strategic management and a Bachelor of Commerce (Accounting) from Kenyatta university. He is also a Chartered accountant (ACCA-UK London), Certified Fraud Examiner (CFE- Austin -USA) and a Chartered securities investment specialist (with the CISI). Qualified leader having completed the Senior Management Course at the Kenya School of government and various trainings on global regulations for securities market oversight and enforcement with the US-SEC.
Mr. Mumina is a member of the Cyber Security Committee (A multi-agency committee that asses cyber security threats in Kenya), a volunteer member in 2020 for the United Nations (UN) – Nairobi office on the development of education curriculum for tertiary colleges on ethics and integrity and has served in various School Board as Chair and member in enabling access to education to the young people.
